Just to clarify is "fancy dress" used here to mean costumes, or nice clothes?
Fancy dress is used to refer to nice clothes--some examples can be found here! The clothes don't have to be gender conforming, so long as the clothes themselves fit the requirements the HHA sets out.
Okuyasu is going to stay in the Christmas Dimension as long as possible, but you'll have to teach him how to dress in a suit before you take him to the gala.

Agatha will definitely be appearing in the Christmas village in only a bathrobe at some point, much to her annoyance.

Oh god this entire event is just. Wolfe is going to be so grumpy the entire time. This man does not have the Christmas spirit (hell, he doesn't celebrate it!) and he doesn't want to participate.

On arrival, Wolfe is probably going to be super confused for a little bit because he was supposed to be going to Philadelphia? This is not Philadelphia. And this place has printed books. And televisions—what the actual hell are these. There's gonna be a lot of culture shock going on and I'm totally into him running into people as he tries to get his bearings/the lay of the land! He'll be pretty much living at the library for a little bit; the First course of action will definitely be to learn as much as he can about where they are and the history (and once he realizes it's an AU, the history of the entire world because how much has changed). Catch him wandering the town, at the library, generally skulking around and being a sourpuss!
Similarly, he'll probably only be at the tree-lighting ceremony because the library closed early and the librarian wouldn't leave him alone until he agreed to go—unless something else shakes out; I'm down for anything!
Probably the worst of it for Wolfe will be the Christmas village, which he won't be able to avoid because why in the world would I give him an easy out? Thankfully in spite of being from Alexandria he's experienced cold before, so rather than being completely taken off-guard he'll just scowl and wish for some vodka to warm up with and probably flash back to Earlier Days. I'll be trying to probably more push him to interact with people in the village here, since he won't care to participate in any of the activities.
At the gala, Wolfe will show up to get a feel for any authority figures in the town, expecting that a gala will hopefully be less regimented and less likely to result in suspicion. This is one instance where he might be willing to band together with people, as it's easier to pass unnoticed in a crowd! He might get a little looser-lipped with application of wine, but odds are he'll still be pretty locked down. It's going to take a little bit of time for Wolfe to believe that this isn't a trap where he's one wrong move away from death! (Yes, I apped One Of Those... please bear with me through the beginning where he's just Suspicious of anyone and everything.....)

Anyway, she is going to be suspicious and angry and just trying to keep it all together because this is so beyond fucked up like... something is gonna try and kill them she knows it.
That said, she'll be kinda into the Christmas village despite herself. It's something she's always imagined but written off as fake so it will be pretty shocking to her.

so what would happen in the christmas village if a character started breaking stuff because they weren't happy about being transported so suddenly? or because they hate christmas? or just because they're a dick?

He’ll be out and about looking for opportunities to make friends with others who seem in any way out of place here.
Having learned from the pumpkin incident that conformance = safety here, Huaisang will be getting a tree and doing his best to learn and to blend in with the local culture. He’ll be cheerfully interacting with robbies and echoing their words in order to make himself more seamlessly Not a Target. He knows nothing about Christmas, so he’ll be asking lots of questions from anyone who does. Please teach him about Christmas.
While at the village, he will be taking every opportunity to snoop around the village, but whenever an NPC catches him at it he’ll claim to be looking for the bathroom/snack table, and he’ll afterward eagerly take part in the activities until he can ‘accidentally’ get ‘lost’ again and resume his snooping.

Could I get some info about the boundaries or 'backstage' areas of the winter village? Huaisang is going to repeatedly get 'lost' looking for the bathroom, so he'll be opening doors and trying to figure out how this place works as much as possible.
Characters are not explicitly required to attend the Christmas gala, but the Mayor may remember that you have refused his hospitality.

upon arrival, he's also going to be very much a fish out of water (and possibly in search of an opticians lmfao because no spider powers), as whilst he's time travelled into the past before, it was to that whole `AND DOC OCK WAS SPIDER-MAN FOR A WHILE AND ALMOST NO-ONE NOTICED` era of time, aka the 2000s, rather than the mid-20th century.
aka: everything is going to be outdated and various degrees of utterly awful as far as he's concerned.
outside of that, miguel's not going to be interested in the festivities and the xmas village, strictly speaking, but he'll attend because apparently he can't not; and also it'll help with that whole "trying to work out what the fuck's going on" thing.
in terms of socialising and the gala in particular, miguel's no stranger to schmoozing and although he does have a tendency to lean towards being disparaging, his general approach is going to alternate between playing along and having shades of acknowledging that this is Weird and seeing where that gets him and with who.

Anduin is so out of place in this world, everything is so modern it's a little baffling. I would love for ours to cross paths, possibly at the village whilst Huaisang is snooping?
Want to learn about Winter Veil, which is what he's used to rather than Christmas?
Anduin is going to be absolutely fascinated by the whole event, it's very similar to Winter Veil back home and he'll be noting what is the same and what isn't. He's still on edge about the fact he's away from home and that as a King he can't protect Stormwind when he's in some other world or look after his people. Everything is strange so getting used to things is going to take a while, so those helping him with technology is always encouraged!

Yes, absolutely! Huaisang also is so out of place and knows nothing about modernity. At the moment he's treating every piece of modern information as crucial survival intel. Lets map this suspicious magic village together.
Arrival: Sans is going to be getting the lay of the land and trying to figure out what's going on without letting on too much that he is entirely out of his depth. He is definitely not going to tell anyone that he is a skeleton monster stuck in a human body. He'll be trying to meet people and will try to keep things chill. Of course, with his brother living right next door, Sans will be spending a lot of time with Papyrus/at Papyrus's house, too. He'll definitely be spending some nights out stargazing, because being able to see stars is exciting.
After that Halloween fiasco, Sans will definitely be getting a Christmas tree, and he will try very hard not to slip up and call it a Gyftmas tree. He may try to con someone into carrying it home for him.

Yes please! They can both snoop and look lost at the same time. And if Huaisang has it to hand, Anduin can admire Huaisang's fan too. Back home some mages will carry fans as they blast their enemies with the other.
